Unveiled on 25 May 2026 by Guest of Honour Madam Rahayu Mahzam, Minister of State for Digital Development and Information, the practical playbook was developed in collaboration with TOUCH Cyber Wellness. The initiative supports Singapore’s Digital for Life movement and builds upon the 2025 Our Digital Journey programme, aiming to help families reflect on their digital habits and take practical steps toward safer online experiences together.

Speaking at the launch event, Mdm Rahayu highlighted that today’s fast moving and complex digital landscape presents parents with unprecedented challenges. She noted that a recent Digital Parenting Survey by the Ministry of Digital Development and Information showed 9 in 10 parents have taken steps to guide their children’s screen time, yet many still experience uncertainty while trying to keep pace with evolving digital demands.

Mdm Rahayu emphasised that while community workshops provide essential knowledge and confidence, the most crucial conversations are the ones that happen at home. The newly launched guide is specifically designed to facilitate these honest and meaningful discussions about online safety.

Rather than prescribing strict rules, the toolkit aims to build shared understanding and goals between parents and youths to help them navigate the digital world more confidently.

It features two main components.

The first is a printable toolkit containing simple prompts to spark conversations, an interactive quiz to help families identify their unique digital profiles, and an overview of the platform’s safety features.

The second component is an Interactive Digital Hub, which offers a mobile friendly version of the guide. This online hub will also feature an informative video by local content creator Denise Teo, known online as supercatkei, showcasing a relatable look at how Singaporean families navigate digital safety in their everyday lives.

During the launch, a panel discussion titled Navigating Our Digital World Together explored the shared responsibility of digital wellness.

Moderated by KahnJi Siriprapa Weerachaising, Outreach and Partnerships Manager at TikTok Trust and Safety, the panel included Shem Yao, Head of TOUCH Cyber Wellness, content creator Denise Teo, and Dr. Natalie Pang, Head of the Department of Communications and New Media at the National University of Singapore. Dr. Pang stressed the importance of building digital resilience over relying solely on restrictions, thereby equipping youths with the skills to navigate online spaces safely and independently. Teo added that adults should approach digital conversations with curiosity rather than criticism, turning the experience into a shared learning journey. Yao reinforced this sentiment by reminding families that digital wellness is an ongoing dialogue rather than a single one way lecture.

This whole of society collaboration is essential for creating a safer digital ecosystem. As Mdm Rahayu pointed out, the Government and tech platforms must continue to work hand in hand to protect children online. To bring these resources directly to the heartlands, TikTok and TOUCH Cyber Wellness will conduct community workshops in Bukit Batok East, making use of a newly opened Community Centre. These sessions, branded as Our Digital Journey The Community Edition, will begin in July and aim to train more than a hundred parents and teenagers.

The Family Digital Check In Guide complements existing national efforts like the Infocomm Media Development Authority’s Digital for Life website, which provides tailored resources for various digital milestones such as a child’s first device or social media account.

The Singapore government continues to invest in programmes to empower parents, including a digital parenting zone featuring fun activities at the upcoming National Family Festival carnival at the Singapore Expo. On the platform side, TikTok currently offers over fifty preset safety features for teen accounts, including private accounts, content restrictions, and a default daily screen time limit set to 60 minutes.
