The initiative, spearheaded by North East Community Development Council (NE CDC), will provide targeted support for children under seven years old with special needs, using art to foster their expression and development. The fund, pledged over five years, aims to expand access to inclusive art education and resources for young children.

Speaking at the event, Kiat shared his vision for empowering children with disabilities through art. “Art has the ability to bridge differences, spark creativity, and provide a voice for those who may struggle to express themselves. Through this initiative, I hope to nurture the talents of young children and create an inclusive space where their creativity can thrive.”

Mayor Desmond Choo emphasised the significance of the donation, noting, “This is the largest personal contribution ever made to Shaping Hearts, and it will propel our efforts to new heights. With Mr. Lim’s generosity, we can further our mission to support children with disabilities and foster a more inclusive society.”

The $1 million fund will also enhance the existing North East HeARTS Award, which provides bursaries and scholarships to artists with disabilities. Renamed as the Kiat Lim-Shaping Hearts Award, the program will introduce a new category dedicated to children under seven years old, while retaining the Encouraging Hearts Award and Shining Hearts Award categories for older participants.

The launch event concluded with a call for entries from aspiring and established artists with disabilities. Organised by NE CDC, Shaping Hearts remains a cornerstone in Singapore’s efforts to champion inclusivity and provide a platform for artistic expression.
