Exciting plans are taking shape for the transformation of the former Jurong Bird Park and Jurong Hill, as JTC and URA unveil the winning proposals from their “Reimagining Former Jurong Bird Park and Jurong Hill” ideas competition. Launched in October 2024 as part of public engagement for DMP2025, the competition invited both professionals and the public to contribute bold ideas that breathe new life into this 39-hectare site in Singapore’s Western Gateway.

A Vision for the Future
Comprising the former Jurong Bird Park, Jurong Hill Park, and The Village, the site is being reimagined as a vibrant, mixed-use destination for work, leisure, and community life. The redevelopment aims to boost job creation, enhance amenities, and strengthen connections with the surrounding Jurong Industrial Estate—all while honouring the site’s rich recreational and industrial heritage.
The competition drew 37 creative submissions, judged by a multidisciplinary panel from the fields of planning, architecture, heritage, and real estate, alongside representatives from NParks, JTC, and URA. Three winners were selected in both the Open and Professional categories, with one project receiving an Honorary Merit award.
Common Themes: Industrial Innovation Meets Natural Retreat
Most proposals presented sensitive rejuvenation strategies, balancing clean industrial spaces with vibrant recreational zones. Innovation hubs, start-up incubators, F&B outlets, art galleries, and green corridors were among the features proposed to activate the space while remaining rooted in sustainability and community wellness.
Designers also drew inspiration from natural assets like Sungei Lanchar and the original Bird Park waterbodies, imagining serene retreats, subterranean agri-labs, and wellness spaces nestled within the former Waterfall Aviary.
Iconic structures like Jurong Hill Tower were reimagined as cultural landmarks, with new uses such as museums, exhibition spaces, and dining concepts that celebrate the site’s heritage.
Winning Concepts: Open Category
1st Place – “A Nest for Talent, Ideas and Wellbeing” by Bird’s Eye View
A three-zone concept paying homage to the site’s avian history. It includes an Innovation Zone for businesses, a Recreation Zone with a wellness facility in the old aviary, and an Exhibition Zone anchored by a multi-level venue inspired by Jurong Hill Tower.
2nd Place – “OPEN PARK: The Box, The Ramp, The Screen” by Sim Wen Wei
This design uses industrial motifs to create flexible workspaces (“The Box”), elevated walkways (“The Ramp”), and netting-inspired screens to shelter and animate public areas.
3rd Place – “Passing ‘Jurang’ of Jurong” by Rionaldi Gunari
A subterranean innovation hub preserves the surface’s natural beauty, while pedestrian-focused zones around the perimeter integrate recreation and sustainability.

Winning Concepts: Professional Category
1st Place – “Jurong Stratums” by Kenneth Chiang
Three distinctive loops connect four zones: industrial development, wetlands, recreation spaces, and heritage nodes. Jurong Hill Tower is preserved as a cultural anchor in this layered, interconnected masterplan.
2nd Place – “The Jurong Nest” by ZED Collective THX
This concept plays with the idea of four “nests”—Business, Recreation, Adventure, and Heritage. Jurong Hill Tower and Garden of Fame are reactivated as cultural and community landmarks.
3rd Place – “Jurong Hill Experience Park” by Broadway Malyan
A nature-forward plan that integrates Sungei Lanchar into a wetlands ecosystem, while elevated paths connect creative spaces like “The Makers’ Hive” and “The Cliff.” A “Mobility Ribbon” ensures accessibility across zones.
Honorary Merit – “The Jurong Philharmonic” by Mitsubishi Jisho Design Asia
A poetic concept that blends soundscapes and architecture, this plan proposes an “acoustic oasis” with adaptive reuse of spaces like the amphitheater to host community activities and family-friendly zones.
